General Election Department

Main Responsibilities of the District Election Department

The primary responsibility of the District Election Department is to ensure the peaceful conduct of Lok Sabha (Parliamentary), Vidhan Sabha (Assembly), and Vidhan Parishad (Legislative Council) elections. In addition, the department is also responsible for preparing the electoral rolls and issuing Elector Photo Identity Cards (EPICs).


Assembly Constituencies in Washim District

There are three (3) Assembly Constituencies in Washim district. The responsibilities of this department include preparing electoral rolls, issuing voter ID cards, and carrying out various election-related processes.

Assembly Constituencies:

  1. 33 – Risod Assembly Constituency

  2. 34 – Washim Assembly Constituency

  3. 35 – Karanja Assembly Constituency

Parliamentary Constituencies:

  • The 33 – Risod Assembly Constituency falls under the 06 – Akola Lok Sabha Constituency.

  • The 34 – Washim and 35 – Karanja Assembly Constituencies fall under the 14 – Yavatmal–Washim Lok Sabha Constituency.

The Legal Procedures of the Election Department are Classified as Follows:


1. Photo Electoral Roll

  • Registering citizens as voters in their respective constituencies.

  • Issuing Elector Photo Identity Cards (EPIC) to registered voters.

  • Conducting the revision of electoral rolls.

  • Publishing the draft and final photo electoral rolls.


2. Preparation of Electoral Rolls for Council Constituencies

  • Preparing the electoral roll for the Graduates’ Constituency.

  • Preparing the electoral roll for the Teachers’ Constituency.

  • Preparing the electoral roll for the Akola–Buldhana–Washim Local Authorities’ Constituency.


3. Conduct of Election Processes

  • General and by-elections to the Parliament (Lok Sabha).

  • General and by-elections to the Legislative Assembly (Vidhan Sabha).

  • General and by-elections to the Council Constituencies (Vidhan Parishad).

1. Voter Registration

As per Rule 14 of the Representation of the People Act, 1950, four qualifying dates have been fixed:
1st January, 1st April, 1st July, and 1st October.
Accordingly, an annual revision program is organized every year with 1st January as the qualifying date.
Additionally, applications are accepted on the other three qualifying dates (1st April, 1st July, and 1st October).


2. Preparation of Polling Station Rationalization Proposals

As per the instructions of the Election Commission of India (ECI), each polling station should ideally have a maximum of 1,200 voters.
Currently, there are 1,100 polling stations in the district. With increasing voter population, this number may rise.

A review of polling stations is required considering various factors such as:

  • Increase in voter population

  • Condition of existing buildings

  • Availability of new buildings

  • Geographical changes

  • Law and order situations

This process is known as “Rationalization of Polling Stations.”


3. Special Camps

Under the Systematic Voter Education and Electoral Participation (SVEEP) initiative,
special camps are organized from time to time for the registration of:

  • New voters

  • Women voters

  • Particularly Vulnerable Tribal Groups (PVGTs)

  • Transgender voters

These camps are conducted as per the guidelines of the Chief Electoral Officer (CEO), Maharashtra State.


4. Where to Apply?

Offline Application:

Applicants can submit their forms to the Voter Registration Officer (VRO) or the Booth Level Officer (BLO) at the polling station level.

5. Required Documents:

(A) For Voter Registration:

New Voter Registration (For citizens who have completed 18 years of age) –
Submit Form-6 along with any one of the following documents as age proof:

  • Birth Certificate (issued by Local Government Body / Municipality / Registrar of Births and Deaths)

  • Aadhaar Card

  • PAN Card

  • Driving License

  • Government-issued document mentioning date of birth

  • Passport

For Overseas Voters
Submit Form-6A along with:

  • Visa

  • Passport


(B) For Name Deletion (Exclusion) – Form-7:

To delete the name of a deceased person, submit:

  • Death Certificate

  • Signed declaration by the applicant

  • Legal proof and valid reason must be submitted with the application


(C) For Corrections, Shifting, or Modifications – Form-8:

For change of residence, name correction, EPIC correction, marking of disability, submit Form-8 along with any one of the following:

  • Water/Electricity/Gas Bill (minimum one year old)

  • Aadhaar Card

  • Nationalized/Scheduled Bank Passbook

  • Indian Passport

  • Ownership proof from Revenue Department (like Kisan Vahi)

  • Registered Rent Agreement (if living on rent)

  • Registered Sale Deed (if property is purchased)
