The revised Maharashtra Municipal Act, 1965 came into force in the year 1965. Section 74 of Chapter 4 (Municipal Administration and District Collector) of these Acts provides for the establishment of a Municipal Administration Branch to control and supervise the functioning of the Municipal Council and the Municipal Panchayat established under this Act. Provisions regarding various responsibilities and powers have been made in various other sections of the Act, and various responsibilities related to the implementation of urban poverty alleviation, infrastructure, civil service and administration reforms, public health and environment campaigns/programmes implemented for the urban sector through the State and Central Governments have been assigned to this Department.
According to the 74th Constitutional Amendment passed in the year 1992 and implemented in 1993, the urban local bodies got constitutional status, and their various responsibilities and powers were increased to a great extent. In accordance with this constitutional amendment, in the year 1994, the duties, powers, elections, etc. of the Municipal Councils were revised. Various amendments have been made to the provisions regarding this and provisions related to the State Finance Commission and the State Election Commission have been included. Also, as per the recommendations of the Central Finance Commission, the Municipal Administration Branch is responsible for controlling the demand, distribution and utilization of grants given to local self-government bodies and implementing the reform program decided by the Central Government from time to time in accordance with these grants.
Municipal council administrative office
o To exercise administrative control over all the Municipal Councils/Nagar Panchayats in the district.
o To review the schemes implemented at the Municipal Council/Nagar Panchayat level of the Central and State Governments from time to time.
o To approve the budget estimates received from all the Municipal Councils/Nagar Panchayats in the district.
o To plan for effective implementation of Swachh Bharat Abhiyan, Majhi Vasundhara Abhiyan in the Municipality/Nagar Panchayat area, Implementation of District Planning Commission’s Development schemes
o To take action regarding rent fixation and extension of Municipal Council commercial complexes and buildings.
o To take action on the proposal for extension of Municipal Council/Nagar Panchayat limits.
o To take action regarding the inclusion of Nagar Panchayat employees.
o To decide various appeals regarding the disqualification of Nagar Council/Nagar Panchayat members, various appeals filed as per the provisions of the Act.
o To give administrative approval from the funds received under the Central Finance Commission. Submitting the received proposals for the establishment of new Municipal Council/Nagar Panchayat to the Government.
o Effectively implementing National Urban Livelihood Mission and PM SWANIDHI Yojana.
o Giving administrative approval to the proposals received under the Basic Amenities Scheme in the Municipal corporation area.
